I had a same issue no brakes in foot pedal. I had to replace the rear brake fluid reservoir as cap was corroded, and had to bleed out the system. I’ve started at rear brake, at first fluid was coming out from the bleed nipple but after a while air bubbles appear, moved to front brakes and again to back. And brakes started working.

Brake light started to work after this as well so it looks like it is pressure activated.
