You have blocked jets in the carb most likely ultrasonic cleaning is really the only way to clean them properly as the little galleries that feed the jets get muck in them as well
I’d have thought this as well though I had cleaned out the jets whilst I cleaned the carb, or so I’d think.
Blew any crap inside of them out with an air hose before putting it all back together
