Starting/ running issues – GT125

I’m after some help/ advice. Bought a project 2016 GT125R in Feb. Turned out the engine was goosed ( found oil pump teeth sheered off and so was ran with no oil pump 😖) Sourced a running 2nd hand engine. Fitted engine along with upgrade fuel filter, fuel pipes, vacuum pipes and EGR blank. Turns out wiring loom was also bodged/ rotten so that was replaced along with the airbox and starter solenoid. It now starts! But will only start with choke on and with throttle twisted a bit whilst pressing start button. Smokes a bit and smells like it’s over fuelling. BUT if choke turned off it wont start or run. Does it sound like the carb needs overhauling? It also has a full black widow exhaust but not sure if been upjetted etc. Bike had been sat about 8months. If a carb overhaul and new jeta is needed what sort of price is this to have done?
