Overheating

Bike Model = : GT650 Efi
When i ride and get the motor warm, when i idle or go slow in traffic the temp gauge is reading that the bike is overheating, the fan isnt engaging… i have flushed the coolant system, and i have put 12v directly onto the fan and it spins with no problem. Is my problem caused by a seized thermostat or is it something with the temp sensor??? when i open the radiator plug it is cycling the coolant fluid so i think its not the water pump.
any idea why im having this problem?
