GT250R- not starting

the bike has been sat in a garage for a year since last starting since i have had it out i have cleaned the carburetor thoroughly and re assembled the bike. now there is no power to the front spark plug and the fuel indicator wire burnt out the bike has power and the fuses are working the bike starts to tick over but will not start. i also believe that no fuel is getting in to the carburetor despite brand new fuel lines and fuel filter.
i am at a loss now and want to get this bike working any ideas?
