bike wont rev out 2007 gt250

Bike Model = : 2007 gt250

Hi all, wondering if anyone could help me out a little, I have a 07 gt250 and it pulls fine up to 100kmh but much past that it doesn’t seem to want to rev out past 9-10k and it doesn’t pull very well at all.  Seeing videos online these bikes are way faster than my one is, so I’m wondering what the possible cause of the issue is. My guess is that its running too lean, any thoughts? thanks.
